You don't know which scenario you're in. The lottery doesn't tell you how the sold tickets broke down by prize tier. What you can sometimes find out is how many top prizes have been claimed, which gives you a partial read on how the pool has shifted at the high end.

Why Top Prize Counts Matter More Than Overall Odds

For most players, the meaningful question isn't whether the odds of winning $2 have shifted. It's whether the odds of winning $500,000 have shifted. And on that question, the data is often available.

Newer launch date is a reasonable proxy for prize pool integrity when you don't have tier-by-tier data.
